Minimum Qualifications Minimum Qualifications• Candidates must have a Juris Doctor, be admitted to practice and in good standing with the bar of the State of New York, with a minimum of seven (7) years of legal experience, preferably with time spent in a supervisory role.• Experience conducting welfare fraud investigations, with a strong working knowledge of public benefit laws, rules and regulations. High priority will be given to those with knowledge of public benefit application processes, recertification forms and related documents, as well as an understanding and working knowledge of the various computer databases specific to the public benefit system in New York, including but not limited toWMS, SFARS, EMEDNY and EPPIC.• Work-related familiarity with New York State government, its agencies, and laws is preferred but not required.• Candidates should also have demonstrated leadership abilities, sound judgment, strong oral and written communication skills, legal research proficiency, and significant interview and/or deposition experience.• As this is a role with statewide responsibility, an ability and willingness to travel regularly is essential.The OWIG AIC is a Management Confidential position appointed by, and serving at the pleasure of Inspector General, and requires both strict adherence to confidentiality and New York State Residency is required.

Duties Description Attorney-in-Charge for Welfare Fraud Matters(Albany, Buffalo or New York City) The Offices of the Inspector General (“OIG”) are comprised of three offices, derived from three appointments held by Inspector General Lucy Lang: The Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, which is entrusted with the responsibility of ensuring that New York State government, its employees, and those who work with the State are free from corruption, fraud, criminal activity, conflicts of interest, or abuse; The Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, which is responsible for maintaining the integrity of New York State’s public assistance programs; and The Office of the New York State Workers’ Compensation Fraud Inspector General (“WCFIG”), as established by section 136 of the Workers’ Compensation Law, which is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system. Additionally, as of June 18, 2021, the duties and responsibilities of the former Office of the Gaming Inspector General were transferred to and encompassed by NYSIG, including the duty to receive and investigate complaints from any source concerning allegations of corruption, fraud, criminal activity, conflicts of interest or abuse in the Gaming Commission. Job DescriptionOIG is seeking an experienced Attorney-in-Charge for Welfare Fraud Matters (OWIG AIC) to serve as a subject matter expert within our Office of the Welfare Inspector General (OWIG). Reporting directly to the Chief Deputy Inspector General, the OWIG AIC will work closely with the Regional Deputy Inspectors Generals (Regional DIGs) and Managing Investigator for Welfare Fraud, to oversee all investigative activities pertaining to welfare fraud matters and initiatives. Internal Responsibilities Include: • Evaluating all public benefit fraud-related complaints received by OIG for the purpose of making recommendations as to the appropriate actions to be taken by this Office.• Conducting, in conjunction with OIG’s Legal Training Unit, comprehensive training sessions for both new and existing staff on pertinent legal matters, investigative techniques, and emerging programs related to public benefit agencies and related fraud.• Conducting quarterly case reviews with OIG investigative teams to ensure alignment with investigative objectives and mandates.• Serve as the primary attorney on all novel, complex and policy-setting OIG welfare fraud investigations.• Author the Inspector General’s Annual OWIG Report, synthesizing key findings and offering strategic recommendations.External Responsibilities Include: • Fostering collaborative partnerships and acting as a liaison to law enforcement agencies at the local, state and federal levels on public benefit fraud matters and initiatives.• Representing OIG at conferences, training seminars and speaking engagements.• Cultivating productive relationships with Department of Social Service (DSS) offices and District Attorney’s Offices to advance the work of OIG related to public benefit fraud.
