Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:Land Surveyor Trainee:Either 1. Graduation from an Engineering Accreditation Commission, Engineering Technology Accreditation, or Commission Accreditation Board for Engineering and Technology accredited bachelor’s or higher degree program in surveying or surveying technology;Or 2. Eligibility to sit for the Fundamentals of Surveying examination through the National Council for Examiners of Engineering and Surveying via letter issued by the New York State Board for Engineering and Land Surveying (proof of eligibility required).As a Land Surveyor Trainee, you will serve a 24-month traineeship that leads to Assistant Land Surveyor, Grade 20. To advance to Assistant Land Surveyor, you must have obtained proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Surveying Examination (FS) and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to the Assistant Land Surveyor is possible if you have obtained your FS and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority’s personnel office upon obtaining proof of passing the FS. You may receive an increase in salary upon obtaining your FS. Information about this increase will be provided by the appointing authority.Assistant Land Surveyor, SG-20:Proof of passing the National Council of Examiners for Engineering and Surveying Fundamentals of Surveying Examination or successful completion of 52 weeks of service as a Land Surveyor Trainee and successful completion of the Fundamentals of Surveying examination.Candidates may also be qualified for permanent appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law

Duties Description Under the direction of the Senior Land Surveyor, the incumbent will work with relative independence, supervise and direct the activities of field crews or right-of-way mappers, assign work and train and direct personnel. The incumbent must be able to coordinate multiple assignments simultaneously and be knowledgeable of current survey hardware and software such as semi-robotic total stations, digital levels, GPS and Microstation and Inroads. Duties may include but are not limited to:• Review the preparation of digital terrain models, base mapping and survey reports prepared by the Department and its consultants.• Provide quality control / quality assurance on all deliverables. Interact with supervisors, project designers, Main Office Photogrammetry section and others on project status and completion dates.• Instruct others in the proper operation and maintenance of surveying equipment and proper field safety procedures for the crews and traveling public.• Exercise professional judgment on complex highway or state land boundary determinations.• Assist with the activities of the Regional ROW Mapping unit, review appropriation maps and other mapping prepared by the Department and its consultants to assure accuracy and conformity with current Department standards and procedures.• Maintain project ROW mapping schedules and participate in meetings with Department groups regarding new ROW acquisitions.• Sign and seal property acquisition maps in the absence of the Regional Land Surveyor.• Respond to requests from other Department groups for highway boundary determinations.• Respond to Freedom of Information requests for information and Department records.Specific duties will be discussed during the interview.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
