Job Description: SimIS is seeking a Test Planner with expertise in Modeling and Simulation (M&S) to support the Joint Test and Evaluation (JT&E) Program Office. The JT&E program brings two or more military services together to provide improvements in the joint interoperability of service systems, technical and operational concepts, and system performance; validated testing methodologies; and the validation of models, simulations, and test beds. The JT&E Program achieves this objective by evaluating new concepts and addressing needs and issues in joint military environments.

Duty Requirements:

  • The Project Manager shall be responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects

  • Develop detailed work plans, schedules, project estimates, resource plans, and status reports

  • Provide technical and analytical guidance to project team

  • Develop and execute acquisition strategies on behalf of the government customer to execute program management balancing cost, schedule, and performance across a range of technology development initiatives

  • Develop and refine contracting documentation on behalf of the government customer to enable the government to award innovative contracts that mature technology across a range of disparate technologies

  • The Project Manager shall coordinate, facilitate, and participate in meetings across multiple time zones with a variety of stakeholders and summarize the proceedings

  • Prepare and staff international documentation on behalf of the government customer to enable international project arrangements to be executed

  • Maintain knowledge and awareness all other complimentary and competitive technology maturation initiatives across the Department of Defense

  • Prepare papers, presentations, reports, and administrative packages on program management support issues in response to direction from TRMC leadership

      Experience Required:

  • 10+ years of experience in Project/Program Management in the acquisition/development/release for DOD platforms

  • Solid analytical skills based on work experience

  • Excellent verbal, written communications, and interpersonal skills along with a professional appearance and countenance

  • Comfortable interacting with high level individuals and functions well independently and in a fast paced, high pressure team environment

  • Ability to take projects from original concept through final implementation

  • Active Top-Secret Clearance with SCI eligibility

  • Ability to travel mostly CONUS in the National Capital Region

  • Proficient in Microsoft Professional Office Suite in a Windows environment

  • DAWIA level III Certification in Program Management

    Experience Desired:

  • Served in at least one Critical Acquisition Position; Chartered Product/Project Manager Preferable

  • Bachelor's degree in a technical or project management field from an accredited college or university

  • Service in the Pentagon for more than 12 months

  • Ability to work and interact across the Military Departments and multiple offices of the Secretary of Defense as well as industry and private citizens at a senior level

  • Comfortable working a variety of disparate issues in a fluid environment simultaneously
