GENERAL DESCRIPTION Join the Texas Broadband Development Office team as a Broadband Program Specialist! The work involves overseeing projects and programs within the office for purposes of expanding broadband access in the state. Responsibilities include planning and coordination of program activities, ensuring implementation of policies, and working with stakeholders, to include local communities, private industry, and contractors. An ideal candidate would be someone who enjoys working collaboratively on important issues and can effectively manage multiple tasks and deadlines. Qualifications: MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a bachelors degree. One (1) year of full time experience managing, coordinating, and overseeing one or more different programs, including planning and implementing projects. Experience working with federal, state, and/or local programs in support of public initiatives. Experience establishing and managing professional relationships with stakeholders. Experience with Microsoft Office Suite. Experience effectively articulating information and ideas, both verbally and written to diverse audiences. PREFERRED QUALIFICATIONS Graduation from an accredited college or university with a bachelors degree in political science, public administration, communications or business administration. Experience in one or more of these areas: broadband or telecommunications; education and training; community development; planning; public-private partnerships Knowledge and familiarity grant management methodologies, specifically development, awarding and oversight. Knowledge and familiarity with broadband and digital opportunity programs. Experience developing scope of work. Experience liaising with stakeholders to determine needs, concerns, and viewpoints for the purpose of developing project goals. Experience with spreadsheet software to organize and manipulate numerical data. Experience with customer management software such as Salesforce. Experience conducting policy or legislative research, as well as a familiarity with the Texas legislative process. Bilingual (Spanish) SUBSTITUTION A graduate degree in political science, public administration, communications, business administration, or related field may substitute for one (1) year of the required experience. LICENSES / CERTIFICATIONS Certified Texas Contract Manager (CTCM) certification or must be obtained within first six (6) months of employment. In this role you will: Supports the BDOs programmatic responsibilities relating to broadband expansion efforts in multiple areas, including strategic planning, project implementation, reporting requirements, and evaluation of proposals. Maintains current knowledge of legislation, guidelines and efforts by federal, state, and local governments associated with broadband expansion. Makes recommendations to office management to better serve program administration and facilitate process improvements. Develops and oversees contractors scopes of work, providing technical assistance, and monitoring contractor activities to ensure work plan completion. Works with BDO staff, contractors, and other stakeholders to review and evaluate program activities and impacts in order to identify gaps. Provides consultation and technical assistance to BDO staff, contractors, governmental agencies, and community organizations to disseminate best practices and lessons learned related to broadband expansion strategies. Develops and maintains internal and external partnerships to expand collaboration and disseminate best practices and lessons learned related to broadband expansion. Creates reports, briefings, fact sheets, summaries, and other information sources as requested. Prepares and presents information at meetings, conferences and trainings. Promotes the BDOs programs to community and professional groups increasing interest. Performs grant administration work for projects associated with broadband expansion, to include coordinating the development, administrative management, reporting and closeout of grants and other programmatic efforts.
