Job/Position DescriptionProgram Specialist IIIUnder the supervision of the Quality Assurance Manager performs advanced administrative, consultative services and technical assistance. Assists in managing and coordinating Texas Cancer Registry, Cancer Epidemiology and Surveillance Branch activities with data linkages and vital status updates to enhance Quality Assurance of cancer data. Plans and recommends process improvement techniques, standards, policies, and procedures in directing the CESB cancer vital status and follow back reporting activities and Quality Assurance improvements. Assists with hiring, training, managing, and evaluating CESB staff. Supports TCR mission and objectives. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment and action.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (45%) Participates in overseeing and coordinating all quality assurance aspects of the TCR. Provides highly complex consultative, managerial, and technical direction for the formulation of standards and techniques for evaluating the quality of cancer registry follow back, vital status data and data linkages. Provides consultative and highly technical direction in analyzing registry data via the EDITs software and duplicate checks procedures to ensure quality assurance standards are met. Prepares reports of the findings and makes recommendations for efficiencies. Manages, coordinates and participates in analyzing cancer registry operations impacting follow up and vital status data quality and prepares and evaluates recommendations and justifications for changes in CESB policies, procedures, or program guidelines for quality assurance improvement. Serves as expert in cancer registry techniques related to vital status quality assurance and record consolidation in cancer reporting and data collection and works with staff to resolve technical issues related to these areas. Participates in evaluating changes in national cancer quality assurance follow up and data linkage processes and procedures and assures the CESB systems and procedures are modified as needed to comply. Monitors Quality studies and analysis of registry operations initiated both internally and by external national organizations, such as North America Association of Central Cancer Registries (NAACCR), Surveillance, Epidemiology and End Results (SEER) and the National Program of Cancer Registries (NPCR), and prepares detailed, comprehensive reports of findings. (30%) Coordinates and oversees analysis of quality assurance and consolidation procedures for improvement or initiation of new national requirements. Participates in coordinating, monitoring, and providing guidance to central and regional staff in the development and integration of new quality assurance methods and procedures, both overall for registry operations and those quality control standards associated with the TCR's database system. Manages and coordinates CESB quality assurance and follow up activities. Oversees the development of quality assurance policy and procedure manuals and cancer reporting materials. Provides guidance to central and regional staff in the development and integration of new methods and procedures.
