Title: DISTRICT MANAGER, AUTOMATED BUSINESSES (VENDING/MICRO MARKETS/FRESH FOOD) Location: United States-Maryland-Bethesda Job Number: 240000NI Job Summary: Responsible for the maximum utilization of vending services provided by Navy Exchange-owned Micro Markets and or contracted vending machines located at Navy Exchanges within the designated District. Duties and Responsibilities: - Monitors and maximizes operational performance. Develops financial projections for assigned locations, analyzes vending system reports to ensure goals are met. Initiates corrective action as necessary. - Works under the general guidance/direction of the designated supervisor , who determines and communicates scope of responsibility and authority within the District, establishes District Vending and Micro Market priorities, determines objectives and establishes time lines. - Follows corporate guidance provided by NEXCOM. - Assists with the implementation of recommendations and solutions in the day to day operations of vending and Micro Markets. Work is to be reviewed in terms of operational goals & objectives achieved as set forth by the DVP with guidance from the NEXCOM Vending Specialist. Initiates and takes the lead in development for all Micro Markets with Code NS, DVP and GM to determine the best business opportunities - Responsible for the solicitation of new locations within the location for placement of new vending machines or Micro Markets. Ensures that vending supervisors and managers are trained on the proper process to solicit new business opportunities. - Manages subordinates engaged in Vending operations. Evaluates performance, ensures appropriate training and development plans and programs are in place. Selects and/or recommends staffing of management level positions. Ensures appropriate associate motivational programs are in place. Ensures all levels of training for each position are fully implemented and tracked. - Coordinates product and equipment knowledge and job skill training for managers, supervisors and associates within the vending department. - Ensures adequate supplies of products. Maintains operating records and reports and is responsible for the security of products, cash and equipment. - Ensures semi- annual vending change fund audits are performed and coordinated with Loss Prevention. - Meet with supervisor on a monthly basis or as requested and review YTD financial performance to approved fiscal year budget. - Conducts monthly field review of vending operations per NEX and provides written trip report to: NEX GM, NEX Vending Mgr., and supervisor. - Directly responsible and accountable for the performance and mission effectiveness of assigned departments, as well as compliance with all operating procedures and departmental efficiencies. - Assesses the overall efficiency and integrity of assigned functions with particular emphasis on high risk areas that may be susceptible to loss such as inventory shrink, associate theft, refund fraud, paperwork error and receiving errors. - Will ensure distributions of all new products are sent directly to stores within their district/region of distribution responsibility. Will be responsible for identification and ordering of regional items to supplement the core assortment for each location. - Those Districts with vending distribution centers, vending -991 will ensure all vending inventories are accountable, properly rotated to provide first in / first out practices, may provide full inventory support to out-lying locations with-in the district, across other districts not directly responsible for, and to include O'CONUS locations to maximize inventory turn, reduce cost of goods, and minimizes inventory loss. - Ensures that all directives, policies and regulations relative to the management of internal and external theft, paperwork error, cash handling and inventory shrink are in compliance. - When unexplainable problems are noted, contact and work side by side with Code S to identify and correct any problems. - Recognizes and trains all associates the importance of quality customer service, organizational skills, how to exercise tact, good manners and courtesy when serving and assisting customers and associates. - Professionally responds to inquiries and provides assistance in a prompt and friendly manner. Understands that the customer comes first and actively seeks to become knowledgeable concerning vending policies, merchandise sold and services offered. - Is functionally familiar and experienced in the Vending Software and can provide assistance to field managers, Code NS, Code S, GM and respective DVP on how to move about the vending software system. - Assist in the implementation of procedures with inventory and control of merchandise establishing vending routes, Micro markets, merchandise accountability and vending merchandise replenishment by using the Vending Software System within a District. - Reviews and analyzes vending machine reports and the preparation of vending machine operating summaries using the vending software system. Identifies machines operating below established goals, requiring excessive repairs, excessive out-of-order periods and similar concerns. Investigates deficiencies and initiates corrective actions. Relocates, replaces or phase out equipment. Implements and ensures credit cards readers are installed, maintained and functional on all applicable machines. - Prepares equipment requests for Navy Exchange-owned vending machines, repairs parts equipment and vehicles. Maintains records of all equipment within the Vending Software System. Ensures all fixed assets are accounted and audited annually. - Analyze direct run/contract or Micro Market vending operations to determine which method of operation would be more advantageous to the location Navy Exchange, coordinate review with HQ, DVP/GM. - Is directly responsible for the oversight of the Micro Markets within the assigned district, location, to include premier customer service, filling, cleaning and in-stock levels. Ensures fresh food program is fully implemented, monitored and maintain sanitary handling - Keeps abreast of current industry/market trends for all vending assortments/equipment and operational functions. While using industry publications and personal contacts. Coordinates and conducts comparisons with other operators to benchmark business practices. - Supervises assigned personnel. Staffs Key vacancies, evaluates performance, takes corrective actions, etc. - Implements NEXCOM policies and procedures relating to Navy Exchange Vending operations as directed by the Director and NEXCOM Vending. - Ensures that subordinate supervisors comply with all aspects of safety, sanitation, food handling, internal controls and security rules and regulations. - Supports and communicates EEO polices to subordinates. Assures equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to associates. Coordinates efforts with EEO officials during the development and execution of policies. Qualifications: Total of 7 years experience to include: GENERAL EXPERIENCE : Three years' experience in administrative, merchandising, technical, services, vending, retail, or other responsible work which enabled the applicant to gain knowledge of management, administrative, merchandising and procurement practices; skill in dealing with others in person-to-person work relationships; and the ability to exercise mature judgment. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of related academic study above the high school level may be substituted for nine months of experience, up to a maximum of a four-year bachelor's degree for three years of general experience. AND SPECIALIZED EXPERIENCE: Four years of experience in store and/or vending operational management or merchandise buying that involved services and/or retail merchandising, accounting, personal, facility maintenance, distribution, general administration, planning, directing and or coordinating merchandising activities, maintenance of inventory levels, contracted business, customer service, vending, analyzing data, supervisory experience in human resources, or similar work which demonstrated the knowledge and ability to provide support in managing an organization.
