Position established at the Analyst 3 level may be underfilled at the Analyst 2 level. After successfully completing a training plan, meeting the minimum qualifications for the Analyst 2, the employee will be reclassified and compensated as an Analyst 3 .

Position:

The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Emission Inventory Data Analyst, Analyst 3 for the State Office located in Boise, Idaho.

Responsibilities:

· Perform emission inventory data management, correction, formatting, and submittal. This includes performing annual point source submittals and National Emissions Inventory triennial submittals.

· Design, create, conduct, and manage special emission inventory data studies, queries, and reports.

· Coordinate quality assurance and quality control elements related to the emission inventory program. This includes maintaining and updating quality assurance project plans, standard operating procedures, and other guidance documents.

· Serve as Combined Air Emissions Reporting System (CAERS) in-house expert. Continually assist and train industry on its use. Negotiate with the US Environmental Protection Agency (EPA) concerning enhancements to CAERS.

· Serve as departmental liaison to industry, other agencies, internal programs, the public, and EPA on emission inventory topics and issues.

· Independently interpret and apply federal regulations pertaining to emissions inventories.

· Research emissions factors and implement improved emissions reporting.

· Assist the Data Bureau, Stationary Source Bureau, and Planning Bureau as needed.

Minimum Qualifications:

Analyst 2

Salary Range: $25.95 – $29.43

Possession of a bachelor’s degree in a physical or biological science, political science, business or public administration, a related natural resource management field, engineering,OR,any combination of education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or work experience performing routine activities in sampling, monitoring, surveillance, field inspection, compliance and enforcement activities for at least two (2) years can substitute for one (1) year of college. AND, a minimum of two (2) years experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents. OR Possession of a Master's degree in any of the above fields.

Analyst 3

Salary Range: $29.75 – $33.71

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management fieldORany combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR ;

Possession of a master's degree in any of the above fields AND   at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Desired Specialty Minimum Qualification

· Knowledge of environmental rules and regulations gained through successful completion of at least one (1) college level course covering topics related to interpretation and application of federal and/or state environmental rules; OR at least six (6) months experience involving interpretation and application of federal and/or state environmental rules.

· One year of experience performing data management activities such as database development and/or maintenance; data collection, analysis, research, and tracking; and developing tables, queries, forms, and reports.

· One year of project management experience involving project planning and administration, including relevant research, documentation, timelines, reports and implementation.

· Good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the physical sciences, such as physics, chemistry, meteorology environmental science, engineering, or a closely related field;ANDat least one (1) year full-time work experience: • conducting industrial/commercial air quality source inspections or audits, including determining source compliance with permits, and air quality rules and statutes, and investigating citizen complaints as a major function of my job;OR, • developing air quality permits for industrial sources at a governmental regulatory agency;OR, • preparing air quality permit applications at a consulting firm.ORPossession of an unrelated degree;ORa combination of education and experience equivalent to a four-year undergraduate degree as described below;ANDat least four (4) years of full-time experience as described above.EDUCATION AND EXPERIENCE EQUIVALENCY: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education;AND/OReach two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

· A college degree in Meteorology, Physics, Chemistry, Environmental Science, Engineering, or closely related field;OReducation and experience equivalent to an undergraduate degree as described below;ANDat least one (1) year of full-time work experience supporting the implementation of air pollution control and air quality improvement strategies; conducting air emission inventories, or ambient air quality monitoring; working closely with a specific category of emission sources, such as industrial source testing, mobile source emissions and controls, or air quality characteristics of residential wood burning and controls; or experience in air pollution control involving interpretation and application of the Clean Air Act and environmental rules, such as reviewing, developing or implementing monitoring networks, inspection programs, environmental compliance with state and federal rules, emission inventories, receptor modeling, air quality improvement plans for non-attainment areas, construction or operating permits and smoke management programs.ORPossession of an unrelated degree;ANDat least four (4) years experience as outlined.EDUCATION AND EXPERIENCE EQUIVALENCY: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education;AND/OReach two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

· At least two years of experience where I was responsible for performing operational support duties directly related to state or federal public sector activities such as inter/intragovernmental liaison or community affairs; legislative, environmental, or strategic planning; research and analysis; and interpretation and/or implementation of policies and procedures.

· Successfully completed courses or seminars that included the essential elements of management (planning, organizing, staffing, directing, and controlling);OR, I have at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.

• Ability to bend and reach for filing purposes.

• Some periods of heavy reading and typing are required.

• Ability to lift 30 pounds when working with file boxes.
