Job Overview

Jensen Hughes is looking for a subject matter expert to collaborate with a team of professionals committed to empowering clients and protecting their interests through policy review, community outreach, critical insight, candid assessments and data analysis and report drafting. Jensen Hughes is seeking a Consultant to work in a hybrid environment, preferably located in the Midwest. The position will project manage client work and provide assessment, investigative and technical assistance to local, state and federal law enforcement agencies regarding issues related to the delivery of law enforcement services. The position will require the ability to travel nationwide to participate in site visits at a client site for a period of time that is typically between 2 to 5 days at a time. International travel might also occur on a less frequent basis.

The position calls for an experienced subject-matter expert (SME) who has broad experience regarding police community relations, delivery of the day-to-day operations of law enforcement agencies and/or working with law enforcement goals and objectives at the local level. The ideal candidate will have experience in delivering projects and supervising those responsible for providing law enforcement services or working with invested stakeholders in problem-solving on law enforcement issues.

Responsibilities

  • Participating in law enforcement agency assessments, covering a range of issues, with tactical, fundamental community and strategic recommendations based upon risk-driven factors.

  • Engaging with law enforcement agencies, communities and other stakeholders in the delivery of our work.

  • Maintaining confidentiality, discretion and privacy of client-sensitive information.

  • Working in a collaborative environment to ensure the quality, consistency and integrity of the work produced by our team.

  • Managing projects within budget, schedule and resourcing constraints.

  • Scheduling and assigning duties to colleagues, team members and subcontractors and ensuring assignments are completed as directed.

  • Generating high-quality, high-impact client deliverables, driven by you in collaboration with the Jensen Hughes project and communications team.

  • Working with the Finance Team in reporting and measuring the progression of projects assigned to and led by you.

  • Working with the Law Enforcement Consulting team to identify business opportunities to help drive continued outreach and client development, in partnership with our team.

Requirements and Qualifications

At least 10-plus years’ experience working in the reform or in a policy and organizational improvement role related to the delivery and oversight of law enforcement services. Management roles, with the supporting documentation of collaboration in and outside a law enforcement agency, are preferred. Our team members have typically served in a variety of leadership positions within law enforcement or partnered agency. Candidates who have an extensive background in police policy development, community engagement, law enforcement oversight, or who have served full-time in academia in a position associated with administration of justice, are also considered. The following are some of the key work experience areas we seek in those who apply- and the candidate need not have all, nor is this a complete list:

  • Leadership experience in a local, state or federal law enforcement agency (at the rank of sergeant or above, or its equivalent within a stakeholder agency or professional staff role such as supervising attorney or investigations manager.

  • Internal Affairs investigations and internal investigation management experience.

  • Experience creating and/or managing Early Intervention System (EIS) programs for law enforcement agencies, inclusive of data analysis.

  • Background in recruiting, testing, completing background investigations for, hiring and promoting law enforcement personnel.

  • Documented experience, including certifications, in designing and delivering state-certified training courses for law enforcement and non-sworn professional staff personnel, including the following topic areas:

  • Leadership

  • Field Training Officer (FTO) training

  • Community Policing

  • Use of Force

  • Critical Incident Response, to include the Incident Command System (ICS)

  • Internal Affairs investigations and management

  • Constitutional-Based Policing/Bias-Free Policing

  • Procedural Justice

  • Experience providing research and analysis within a law enforcement agency.

  • Engagement with Civilian Oversight entities established for law enforcement.

  • Experience providing monitoring or oversight services for local, state or federal consent decree or stipulated agreement projects between local law enforcement agencies and state and federal agencies.

National Pay Range

$110,000—$150,000 USD
