Definition

The candidate will serve as the primary fiscal and grants administrator for Columbus City Council within the Office of the City Clerk. Duties include, but are not limited to:

35% - Management of all contracts with outside vendors, including the functions of receiving, invoicing, and accounts payable and all corresponding actions in the city’s financial accounting system;

35% - Administer all grants to outside entities, which shall include coordinating with Councilmember offices to develop grant agreements, evaluation metrics, reporting requirements, visits and check-ins with grant recipients as time allows and compliance with grant recipients;

20% - Management, approval, oversight and tracking of expenditures, policies and requests for use of the Pcard from nine member offices, and other Council staffers, alerts to Clerk/Chief of Staff, as needed, and physical management of Pcard for use, and other means of expenditures such as petty case, as allowable per office policy;

10% - Act as department lead for all internal fiscal reporting process e.g. quarterly financial reports and collaboration with other support offices to compile the annual departmental operating budget proposal.

Under direction, is responsible for performing advanced-level analysis on diverse and complex activities relating to policy, initiatives, and other matters requiring legislative attention or action; performs related duties as required.

Participates in the development and formulation of special projects, programs, initiatives, or policies pertinent to the mission of City Council; manages projects through all phases of completion;

Analyzes effectiveness of special projects, programs, initiatives, or policy in accordance with standards, requirements, and expectations; makes recommendations to improve effectiveness;

Serves as liaison between City Council and the community, city departments, and other stakeholders as pertaining to special projects, programs, initiatives, or policy;

Prepares and maintains reports on various financial issues which may include budget reviews, government grants, and operating fund reviews;

Advises on processes and requirements for council sponsored grant recipients;

Facilitates city and community meetings to engage stakeholders and to remain current on matters involving City finances, business and community challenges, public engagement, and other related opportunities;
