Kaizen is seeking a Chief of Party (COP) for the USAID/Asia’s Technical Services Activity (Asia Futures). The Asia Futures activity is a Washington-managed contract designed to bolster USAID regional policy objectives in Asia. With an expansive mandate to operate across the continent, this multidisciplinary initiative aims to create resilient, equitable, and prosperous societies underpinned by strong democratic institutions. The Asia Futures activity is structured around four primary objectives to be implemented in collaboration with the private sector, governments, and civil society. They are:

1: Address emerging development challenges in key countries and subregions as a result of Asia’s increasingly competitive strategic environment;

2: Strengthen Intra- and Inter-regional Connectivity and Development Diplomacy, Including Cooperation with Key Development Donors and Partners;

3: Improving resilience to climate, including related threats to health, and food systems;

4: Strengthen capacity of USAID/Asia Missions in addressing complex threats.

Responsibilities

The COP will provide management oversight of the activity and act as the primary point of contact with USAID about day-to-day implementation and management matters relating to the contract. The COP will provide overall technical direction and ensure quality control over all project operations and performance targets, ensuring that deliverables outlined in the contract are completed to quality standards and in a timely and cost-effective manner. The COP will also be responsiblefor assuring that all assistance provided under the contract is technically sound and appropriate for addressing the needs. The COP will guide senior technical staff.

Minimum Qualifications

  • At least ten (10) years of demonstrated relevant experience within an international development context and a demonstrated ability to create and maintain effective working relations with international organizations; US Government agencies; and NGO partners, private sector partners, impact investors, and host country governments (including senior government officials) in low- and middle-income countries. 

  • Minimum of five (5) years of demonstrated senior-level leadership experience (e.g., Chief of Party, Project Director, Senior Technical Advisor, Deputy Director) for economic growth, democracy and governance, health, inclusive development, and/or climate resilience programs of similar magnitude and complexity; and      

  • Master’s degree in economic development, governance, climate resilience, international development, international trade, international communication, or a related field

  • Demonstrated expertise in one or more of the following areas: economic growth, democratic governance, climate resilience, infrastructure development, or capacity building.

  • Experience working in the Asia region, including Central Asia, South Asia, or Southeast Asia

  • Fluency in English oral and written communication. Knowledge of regional languages is an asset.

Preferred qualifications

  • Proven track record completing sophisticated, multi-year projects on time and under budget

  • Experience directing a dynamic and highly adaptive operation that provides sustainable and inclusive technical services in a development context

  • Experience partnering with the private sector to advance development outcomes or mobilize finance for development

  • Experience in strategic planning and ability to use innovative approaches to solve complex problems, including AI and new and emerging technologies

  • Outstanding leadership skills and the ability to support others in a highly responsive, teleworking and/or hybrid team.

  • Prior experience working with ASEAN, APEC, SAARC, and BIMSTEC

  • Understanding of USG-Asian regional strategies.
