Job Description:

SUMMARY

Working under the direction of City Utilities Engineering Management and serving in the Sewer and Stormwater Engineering areas, incumbent is responsible for planning, hydraulic modeling, and design of wet weather program (sewer and stormwater) projects and helps plan and coordinate the programs, policies, and standards of the Sewer and Stormwater Utilities. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City and Utility's safety rules and operating regulations, policies, and procedures as well as federal, state, and local regulations.

PLANNING/IMPLEMENTATION

  • Develop plan to provide adequate human and financial resources to meet current and future stormwater and sewer program needs.
  • Establish, implement, and monitor stormwater and sewer program policies, procedures, and service level standards.
  • Coordination of the planning, design and construction of projects and maintenance activities with Utility Field Operations department, City and County stakeholders, area property owners, private utilities, public stakeholders, and associated project consultants.
  • Develop, implement, and manage the planning and modeling analysis for capacity improvement projects, projects that support economic development, and programs to reduce sewer back-ups, overflow occurrences, river instruction, inflow and infiltration, improve stormwater drainage.
  • Develop, provide oversight, and oversee implementation of master planning activities for sanitary sewer, combined sewer, and stormwater systems
  • Assist with leadership and development of modeling forecasting simulations, artificial intelligence assistance, asset management, smart sewers programs, digital twins, etc. related technologies to enhance and optimize the capacity and operation of the sewer and stormwater systems

OPERATIONS

  • Prepare and monitor stormwater and sewer program OandM and Capital budgets and expenditures.
  • Manage, supervise, assign, monitor progress and ensure the quality of work performed by stormwater and sewer program staff.
  • Perform sewer and stormwater program staffing functions related to the hiring, training, discipline, motivation, and performance evaluation of program personnel.
  • Manage the development, implementation and monitoring of EPA mandated combined sewer overflow (CSO) plan projects.
  • Assist with conducting and managing local (watershed based) and global stormwater system master planning and asset inventorying projects.
  • Keeps current with changes in the regulatory climate and monitors proposed changes that may affect the Sewer Utility and Stormwater Utility;
  • Maintains a thorough understanding of Citys Consent Decree, LTCP, Combined Sewer System Operational Plan (CSSOP), Capacity Management Operation and Maintenance (CMOM), and its sewer National Pollutant Discharge Elimination System (NPDES) compliance requirements;
  • Manage or perform the engineering of capital improvement projects, including conceptual planning and design through detailed final design, preparation of contract and bid documents, regulatory permitting and all construction engineering services.
  • Manages or performs hydraulic modelling and engineering services for sewer, stormwater and flood c ntrol facilities system capacity improvement projects.
  • Participate in wet weather management operations team to prepare, operate and post event audit wet weather events and identify improvements and optimization opportunities for the sewer collection system performance
  • Manages or performs engineering services and modeling in support of sustainable/LID practices, including post-construction monitoring;
  • Manage the planning and design of infiltration/inflow removal projects.
  • Prepare sewer capacity engineering reports and work plans.
  • Utilizes Project Management Information System (PMIS) for project schedules, budgets, monthly status reports, general document management, construction engineering reviews and approvals, project tracking and other project management and administration activities;
  • Utilizes AutoCad, Civil 3D and hydraulic modeling software to complete project assignments
  • Prepares or manages development of engineering reports, hydraulic modeling assessments and work plans;
  • Perform work of subordinates as necessary to achieve program goals.
  • Manage and refine sewer hydraulic models.
  • Manage and refine stormwater hydraulic and water quality models.
  • Manage and perform calibration and utilization of sewer and stormwater hydraulic models
  • Manage and perform quality control and analysis of sewer flow monitoring, SCADA data and rainfall monitoring
  • Assist construction engineering and management in developing solutions to complications identified during construction.
  • Perform quality control and assurance of CSO and sewer overflow monthly reports
  • Perform or manage the modeling in support of regulatory required reporting

INFORMATION/COMMUNICATION

  • Advise other departments or agencies on wet weather related issues.
  • Represent the sewer and stormwater programs at Board Meetings, public hearings, City Council meetings, neighborhood meetings, professional association meetings and other forums.
  • Respond to requests for information, analysis and consultation on sewer capacity planning and design projects.

SPECIALIZED SKILLS

  • Strong leadership and communication skills.
  • Technical knowledge of hydraulic sewer modeling methodologies
  • Function effectively as a member of an interdisciplinary team.
  • Working knowledge and strong comprehension of problem solving and project management.
  • Working knowledge of Recommended Standards for Wastewater Facilities (10 State Standards)
  • In-depth knowledge of dynamic sewer modeling software packages: XPSWMM, EPA SWMM, PC SWMM
  • Knowledge of hydraulic stormwater modeling software: SSA, HEC-RAS, HydroCAD, etc.
  • Knowledge of ESRI GIS software packages
  • General knowledge and experience with optimization software
  • Experience with sewer flow monitoring and rainfall monitoring programs and analysis
  • General understanding of the principles of sustainability
