Description of Job

The Taxation Division promotes voluntary compliance with all tax laws through education, assistance and customer service. A Tax Examiner reviews tax returns for accuracy and completeness, ensures the tax return can be processed as filed, resolves errors and contacts taxpayers to obtain any missing information. Furthermore, Tax Examiners can be responsible for analyzing accounting files, issuing refunds or bills, calculating penalty and interest, collecting delinquent taxes, handling taxpayer complaints, adjusting for discrepancies and working with other taxing authorities such as the Internal Revenue Service, local municipalities or agencies in another state.

Income Tax Accounting

The Income Tax Section is responsible for processing all income (individual, corporate, partnership, and fiduciary) and severance tax returns, PTC rebates and issuing the associated refunds and bills. The Section applies the necessary statutes pertaining to the tax programs that our group administers. The Section also resolves disputes that might result from a reduced refund, tax delinquency or non-filer assessment. This can include adjustments of tax, penalty, penalty-interest, and/or interest. The Section verifies incoming returns and applications for accuracy and completeness. Credits and subtractions are reviewed as well.

The incumbents for this position will be lead workers within the Income Tax Section reviewing the work product for accuracy and completeness and approving adjustments, refunds, credit transfers, letters, etc. completed by Tax Examiners and temporary aids. Additional duties include training all new temporary and permanent employees and introducing them to policy, procedure, and system usage.

In addition, the incumbents will analyze returns, PTC applications and supporting documentation for accounts that the system identified as needing further review. The position corrects errors, makes adjustments to returns/applications, and reviews supporting documents to ensure tax liability is properly reflected. This position also supports document processing to meet departmental measures for quality, budget, and data retention. Resolves income and severance tax delinquencies, resolves PTC rebate issues, reviews intercepted refunds, determines the accuracy of assessments and analyzes accounts, adjusts accounts as necessary and communicates with the taxpaying public or their legal representation.

Minimum Qualifications:

Must meet one of the following or any combination of experience/education to meet the minimum (MQ) qualifications:

OPTION 1:

  • Three (3) years of experience in bookkeeping, technical accounting, tax administration, business, economics, finance or related experience.

    AND

  • High school diploma or General Education Diploma (GED).

    OR

    OPTION 2:

  • Two years of experience in bookkeeping, technical accounting, tax administration, business, economics, finance or related experience.

    AND

  • Associate's degree in Accounting, Business, Economics, Finance or a related field as determined by the Department.

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications

The preferred candidate will possess the following:

  • Knowledge working with GenTax and/or other tax software.

  • Possess income tax knowledge ( state and/or federal)

  • Ability and experience training/coaching others

  • Strong analytical and problem solving skills

  • Strong communication (both oral and written, and interpersonal skills)

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
