What You Will Do

This position will be filled at either the Program Manager 1 or Program Manager 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

As a Program Manager 1 (PM1) or Program Manager 2 (PM2), Control Account Manager (CAM), within the Stockpile Management Office (ALDWP-SMO) you will provide program management support to an assigned NNSA weapons-based program portfolio within the LANL-Production Agency (PA) and report directly to the Project-Program Director (PPD) 5 and PPD 6. The selected individual(s) will be responsible for cross-site/cross-agency collaborations to ensure overall successful program execution.

As a PM1 or PM2, you will serve as a LANL-PA interface with internal line organizations (e.g. DP-DO, PF-DO, Q-DO, AMPP-DO, FIN-WP, PC-WP-NNP) and the assigned program office to ensure a specific component or set of components are managed through the 6.x Process or managing aspects of our NA-12 surveillance scope. The selected individual(s) will assist in defining technical program scope, in accordance with Laboratory, ALDWP, and ALDWP-SMO capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. The selected individual(s) will also work in partnership with the assigned Principal Program Director and Deputy Program Manager(s) to support the overall scope of the assigned portfolio and adhere to reporting and documentation requirements detailed by the NNSA Federal Program Office (FPO).

The PM1 or PM2 will provide leadership, vision, strategic and tactical planning, and overall direction for execution of the assigned portfolio, which requires multidisciplinary integration across multiple organizations. You will assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will also negotiate, authorize, and direct the use of resources to meet work scope, schedules, budgets, and Laboratory goals and provide direction to direct and/or deployed staff in the planning, tracking, and execution of program plans for your assigned component(s) scope. You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. With minimal direction from the Principal Program Manager and/or Deputy Program Manager, you will manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones.

Lastly, the selected individual(s) will assist in identifying potential portfolio risks, developing risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the assigned component(s) of the assigned program portfolio within the Production Agency.

What You Need

Minimum Job Requirements:

Stockpile Management: Entry-level knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process.

Program Management: Entry-level knowledge of and experience in program management of operational work, including defining and monitoring program work scope, schedules, priorities, and performance milestones; reporting schedule variance; and defining and tracking associated schedule variance corrective actions to closure.

Portfolio Management: Entry-level knowledge of the operational discipline of the assigned portfolio(s).

Communication: Excellent oral and written communication and presentation skills.

Collaboration: Experience interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships in order to collaborate internally with each assigned program management team and effecitively report program information to the FPO and external program counterparts across NNSA sites.

Additional Job Requirements for Program Manager 2:

Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process.

Program Management: Working knowledge of and experience in program management of operational work, including defining and monitoring program work scope, schedules, priorities, and performance milestones.

Portfolio Management: Working knowledge of the technical or operational discipline of the assigned portfolio(s).

Education/Experience at lower level: Position requires a Bachelor's Degree in a STEM related field, from an accredited institution and 2 years of directly related project management experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a Bachelor's Degree in a STEM related field, from an accredited institution and 5 years of directly related project management experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs.

Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.

Leadership: Demonstrated experience in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.

Product Life Cycle: Demonstrated experience in supporting a program or set of programs through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).

Certifications: Project Management Institute Project Management Professional (PMP) certification or equivalent.

Education: At this level an advanced degree in a STEM related field is preferred.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
