In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As Summer Electronic Benefit Transfer (SEBT) Policy Specialist, you will provide program rules and policy interpretation to internal and external partners and staff and to assist in the implementation of new SEBT program requirements, projects, and initiatives, with a primary emphasis on technical assistance, training, and support for the Summer Electronic Benefit Transfer (SEBT) program. You will provide lead work direction to staff engaged in administrative functions with those programs. You will coordinate activities necessary for planning an effective and expeditious delivery of services to program participants to ensure that internal SEBT staff, external partners and the public can have timely information about SEBT program requirements.

Responsibilities include:

  • Provide lead direction to internal/external partners for activities associated with the Summer Electronic Benefit Transfer (SEBT) program. This includes policy development, needs analysis, program research and resource allocation.

  • Work with Program manager, program supervisor, additional SEBT staff and SEBT Call Center as part of Program Policy Implementation.

  • Manage projects and other duties as assigned by program manager to provide a work plan, timeline, needed resources, and identify issues and outcomes to ensure projects are completed efficiently and effectively.

Minimum Qualifications

3 years of program administration/management on a public assistance, human assistance, public welfare, education, health or nutrition program. Experience must demonstrate:

  • Experience in program development.

  • Experience in policy analysis and evaluation.

  • Experience in planning, developing and implementing projects.

  • Understanding of principles of project management to track and present results.

  • Applying equity lens to work program and/or project management processes.

A Bachelor’s degree in Social Work, Public Policy, Public Administration or related field may substitute for 1 year of experience.

Preferred Qualifications

  • Social services experience.

  • Knowledge of or experience with public assistance programs.

  • Lived experience with Electronic Benefit Transfer (EBT).

  • Current recipients of MFIP/SNAP/Tribal TANF

  • Bi-lingual in English and another language such as Spanish/Hmong/Karen/Somali/Arabic

  • Variety of experiences working effectively with others from different backgrounds and cultures.
