The primary function of Supervisor, Traffic Signs & Pavement Markings is to provide leadership, direction and supervision to work crews and contractors for the maintenance of all road signs and pavement markings and for the procurement of sign manufacturing supplies.
Major Responsibilities:
Allocates human, fiscal, technical and material resources within assigned area
Establishes priorities in assigning work to staff, contracted services and suppliers
Ensures work facilities and equipment are properly maintained
Supervises and trains assigned staff and contractors in Health and Safety and Technical issues, administers policies and practices and procedures, and ensures work and activities completed in accordance with the collective agreements and all contracts
Supervises, motivates and trains assigned staff, contracted services and suppliers, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
Makes recommendations and assists the Superintendent in effective planning, implementation and delivery of contracted services and the supply of sign manufacturing materials
Responsible for the effective day to day administration of assigned staff and contracted services, including assisting the Superintendent with hiring and training of employees, attendance management, and vacation and overtime scheduling, contract administration and the preparation of new contracts
Assists the Superintendent when dealing with Union officials and contract business issues in resolving concerns
Provides input into and monitors assigned operating and capital budgets, ensuring that expenditures are controlled and maintained within approved budget limitations
Prepares estimates and designs using computer aided design software for traffic signs
Ensures prompt delivery of products and services and that those products and services meet all legislated guidelines and customer requirements
Maintains existing equipment and researches new equipment and materials relevant to program specific requirements
Knowledgeable in the use of computer aided design software programs related to sign making, word processing spreadsheets, program management and other related software
Ensures contractual obligations and City policies and procedures related to purchasing and payments are met
Key Qualifications:
Post-Secondary education in a discipline pertinent to the job function combined with relevant management training experience, or equivalent combination of education and experience.
Considerable experience drafting and entering contracts into database systems.
Considerable experience in planning, project and contract management, supervising and directing the work of other staff.
Highly developed customer service and interpersonal skills to deal effectively and professionally with staff and the public.
Ability to communicate effectively and professionally both orally and in writing.
Proficiency with computerized systems, including Microsoft Office.
Knowledge of the Occupational Health and Safety Act and applicable regulations, Collective Agreement, related Labour Legislation, Human Rights Code, Highway Traffic Act, Ontario Traffic Manuals, etc.
Ability to communicate effectively both orally and in writing to a wide variety of target audiences, including senior management and staff at all levels of the organization, media, public/community, elected officials and external agencies.
Ability to work in a high volume, high stress environment.
Must possess and maintain a valid Province of Ontario Class "G" Driver's License and the ability to obtain a City's Driver's permit.
