Responsibilities to Anticipate:

  • Digital touchpoint for the Mission Area Leadership, Program Management teams, and business area directors serving as a strategic business partner, escalation point, and a change agent for digital transformation.

  • Develop and execute 1–4-year strategic roadmap for Digital scope with a focus on streamlining opportunities.

  • Establishes and maintains Program Annual Operating plan (AOP) to track Capital and Expense.

  • Collaborate across Digital directorates to find solutions, and lead root cause analysis for numerous and complex Digital program needs and work in a cross functional environment with Security. PMO, Engineering and other functions to ensure effective Digital support of program from start-up to sustainment.

  • Manage Digital Material procurement, prepare and present operations reviews, programs status review. and roadmap planning.

  • Regular reporting on key performance metrics, financial performance, EVMS, and staffing.

  • Proactive management and execution of risks and opportunities.

Basic Quaificaitons:

  • Typically, requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of experience.

  • Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Partner with engineering and proposal/program management to capture functional requirements, translate requirements into Basis of Estimates and executable plans and ensuring that Digital scope is properly executed in accordance with performance standards, leveraging thought leadership, innovative solutions, and cost savings initiatives.

  • Partners with Cyber Security and Industrial Security to track the status of infrastructure compliance as it relates to Defense Federal Acquisition Regulation Supplement (DFARS), Cybersecurity Maturity Model Compliance (CMMC), and DAAPM Risk Management Framework (RMF) requirements.

  • Support proposals/programs through your experience in Project Management, Integrated Product Development System (IPDS), Earned Value Management System (EVMS) and Control Account Manager (CAM) methodologies.

  • Oversight and monitoring of cost, schedules, and performance of Digital tasks, which will include task planning and scheduling, EV reporting and variance analysis and support preparation and/or presentation of weekly/monthly program reviews, Proposal Bid Reviews, EAC, AOP, and Capital Planning.

  • Support IPDS Gate reviews as applicable, including Independent Reviews, direct the use of Digital personnel and resources to advance Agile teams and initiatives and act as Product Owner in a cross functional Agile team.

  • Facilitating technical collaboration with 3rd parties (e.g., suppliers) to simplify and accelerate procurement, licensing, and problem resolution for provided tools and equipment.

Preferred Qualifications:

  • Agile Scrum Master, Product Owner, or Product Manager Experience, Project Management such as Risk & Opportunity management, CAM, and performance tracking/management experience.

  • High level working knowledge of Software development, Systems integration, and test processes to support activities across the program life cycle, Familiar with DevSecOps methodologies

  • Ability to manage a large portfolio or backlog of work, working knowledge of Software development (Agile/Scrum), Systems integration, and test processes to support activities across the program life cycle, experience with the Integrated Product Development System (IPDS).

  • Ability to manage many senior stakeholders and gain the relationships needed to affect change and executive presence and influential leadership capability with the ability to interact with senior levels of leadership – including Customer, teammates, and suppliers.

  • Experience working in a program and/or engineering environment, demonstrated experience in Business Case Analysis and Return on Investment (ROI).

  • Through strong organization skills, demonstrate solid problem-solving skills in anticipating and analyzing needs as well as quickly identifying solutions.

  • Knowledgeable of Contracts, SOWs, BOEs, Digital and Engineering (SW & Systems) Processes and Practices.

  • Working knowledge of software development, systems integration, and test processes to support activities across the program life cycle and PMP and/or PMX/CMX Certification HIGHLY Desired.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
