Description

PURPOSE

The purpose ofthis position is to manage enterprise indirect tax costs of Caterpillar'soperations in Asia Pacific Division (“APD”), manage the risk of indirect taxesbeing accounted for incorrectly, to provide support and advice to Caterpillar’sbusinesses throughout APD, and to support businesses in the operation of theGlobal VAT Practices.This will beaccomplished by managing the provision of indirect tax advice, governmentrepresentation, outside advisors, and supportingindirect tax compliance activities for allCaterpillar businesses operating in APD.

RESPONSIBILITIES

Indirect Tax Management: Work with APD Business Managers,operations personnel, Legal Services Division, Corporate Accounting, CorporateTreasury, outside counsel, government officials, Global Tax and Indirect Tax andTrade Compliance Managers, and Shared Service Centres to ensure that Caterpillar’sexisting and future operations in APD are structured and operated in anefficient manner with regard to indirect taxes, taking into account businessand operational concerns.

The role includes management of a directreport located in China (the China VAT Manager) a role dedicated to dealingwith VAT advisory matters relating to China.

GlobalVAT Process:Work with Global VAT Process Owner and the Process, Controls and TechnologyManager to ensure continuation of the Global VAT Process Improvement Project,the continued development and application of the Global VAT Practices andControls and the creation and maintenance of the infrastructure necessary tosupport the Global VAT Process. (In particular the role requires input toprojects involving system upgrades and changes to ensure the correct indirecttax treatment is determined, compliant tax invoices are created, andtransactions are correctly reported.) Work with Global VAT Process Owner toensure continued roll-out and utilization by businesses throughout the regionof OWM (VAT/GST filing visibility system) and to ensure ongoing maintenance ofthe system.

GovernmentRepresentation:Represent Caterpillar in the region, in co-operation with local management,advisers and other Global Tax managers in all matters dealing with fiscalauthorities relating to value-added taxes.This includes managing responses to government requests, managinggovernment auditors during visits to Caterpillar facilities, managing therepresenting Caterpillar entities at official government hearings, and managingtax litigation.

ManagingOutside Advisors:Determining when outside advisors add value, choosing the appropriate outsideadvisor, determining the fee arrangements, and managing the work flow,relationship and cost/value equation.

Travel: Significant, 30-40%

Qualifications

REQUIREMENTS

The position requires :

Extensiveknowledge of indirect tax law principles, involving a variety of jurisdictionsacross Asia Pacific Region

Abilityto conduct complex research and/or technical analysis on indirect tax law andcase-history to determine indirect tax impact

Preparation,identification and analysis of information needed to accomplish complex and/ortechnical analysis, and the use data of gathered by others to provide anindirect tax opinion or business recommendation, collaborating with

BACKGROUND/EXPERIENCE:

Requiresa college or university degree, preferably in taxation/accounting or relatedfield and 8-10 years of progressively responsible job related experience,dealing with international indirect tax matters.

Agood knowledge of accounting practices and information technology systems wouldbe beneficial. Must demonstrate high levels of initiative, soundanalytical/interpretation skills, good judgment, effective inter-personalskills, ability to work in diverse teams and excellent communication skills.

Fluency in English is required and otherlanguages are an added strength.
