Patent and Trademark Office Quality Management Specialist in United States

As a Quality Management Specialist, you will be responsible for providing quality service and support in the Office of Patent Application Processing (OPAP)/Initial Processing Division (IPD) and others through proactive, collaborative, and hands-on quality planning, servicing and processing that are important in our agency's mission. Responsibilities This role is the ideal next career step for you if: You want to play a key role in conducting a quality review and evaluation of work completed by contractors that involves applications and notices that have completed the formality review process. You're proficient in recommending corrective actions to enhance the quality and timeliness of the pre-examination phase from receipt to release of applications. You're adept providing expertise and information concerning administrative practices and normal processing timels; and to ensure that applications are prepared in accordance with contract specifications and are of an acceptable quality. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09. Candidates for the GS-11 must possess one of the following: three full years of progressively higher level graduate education, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or 1 year of specialized experience equivalent to at least GS-9 grade level in the federal service; or a combination of graduate education AND experience equivalent the next lower GS-9 grade level that meets 100% of the qualification requirements for this position. Specialized experience for this position includes: conducting qualitative and quantitative analysis to determine the effectiveness and efficiency of program operations and prepare written analysis and make recommendations to improve operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned.
