We are currently seeking an experienced Jira Administrator II who shares our conviction that protecting our Nation is a sacred calling. You will work closely with the Government client to ensure the effective development, implementation, and management of numerous IT Systems in support of Defense missions. Join us and play a pivotal role in supporting our client's strategic knowledge management and business intelligence objectives.

Key Responsibilities:

  • Oversee Atlassian administration and knowledge management efforts for the client.

  • Design, develop, and maintain JIRA applications, workflows, and automation solutions.

  • Customize JIRA workflows, issue types, and permissions to meet organization needs.

  • Develop custom plugins to extend JIRA capabilities and integrate with other tools.

  • Configure integrations between JIRA and tools like Confluence, MS Office, SQL, AD, SharePoint and others.

  • Provide technical support and training to enhance user proficiency with JIRA.

  • Monitor and optimize JIRA performance, ensuring system reliability and scalability.

  • Implement security best practices and data privacy measures for JIRA.

  • Document JIRA configurations, customizations, and best practices.

  • Manage JIRA software setup, projects, permissions, and user support.

  • Plan and execute JIRA software upgrades and backups.

  • Collaborate with Agency partners to improve KM strategies and systems.

  • Utilize industry-standard methods and techniques for KM improvement.

  • Maintain JIRA projects, workflows, permissions, and users and customize and support JIRA workflow automation.

  • Utilize JavaScript, JSP, SQL, Python, and other languages for customization.

  • Develop APIs within Atlassian products and across network applications.

  • Integrate Identity & Access Management (IAM) with technologies like Active Directory for Atlassian Authentication & Authorization.

Qualifications:

  • Bachelor's degree and 2-3 years relevant experience; additional experience may be considered in lieu of degree.

  • Candidate must possess an active DOD TS/SCI level security clearance and be eligible to obtain and maintain a CI Poly

  • Proven experience as a JIRA Admin or similar role, with expertise in JIRA administration, customization, and development.

  • Strong proficiency in JIRA workflows, issue types, custom fields, and permissions configuration.

  • Experience developing custom plugins using JIRA Plugin SDK, Java, Groovy, or other relevant technologies.

  • Solid understanding of software development lifecycle (SDLC) processes and Agile methodologies.

  • Familiarity with version control systems (e.g., Git), continuous integration tools (e.g., Jenkins), and scripting languages (e.g., Python, Bash).

  • Excellent problem-solving skills, attention to detail, and ability to work independently as well as collaboratively in a team environment.

  • Strong communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels of the organization.

  • IAT Level II Baseline Certification (e.g. CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP)

Highly Preferred Qualifications:

  • Atlassian certification in JIRA Administration or JIRA Software Development.

  • Experience with other Atlassian products such as Confluence, Bitbucket, and Bamboo.

  • Knowledge of REST APIs and web services integration.

  • Familiarity with DevOps practices and tools.

  • Understanding of ITIL or IT service management (ITSM) frameworks.

  • Ability to write custom JQL (Jira Query Language), Jscript and Java code.

  • Experience installing applications on VMs, monitoring performance, and tailing logs on Unix Systems Administration, Cisco Systems Administration, and Microsoft Windows Server, preferred.

  • Microsoft SQL Server or MySQL Database administration skills.

Clearance Required:

Position requires an active Top Secret/SCI Clearance with ability to obtain additional security requirements.

Working Environment & Conditions:

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
