State of Massachusetts Medication Administration Program (MAP) Director in Westborough, Massachusetts

The Department of Mental Health (DMH) is seeking to hire a Medication Administration Program (MAP) Director who will be responsible for the general administrative oversight of the DMH component of the Medication Administration Program and support PASRR related activities in the community. The Director of MAP provides Department oversight of the Medication Administration Program in order to ensure compliance with the Department of Public Health (DPH) and DMH regulations and policies including the monitoring of clinical and administrative practices of DPH MAP registered DMH locations. This position provides consultation and technical assistance to providers who are licensed, funded, or operated by DMH specific to medication administration issues, including but not limited to training, testing for certification, recertification processes, clarification of MAP regulations, MAP Policy Manual updates and medication occurrence reporting. This position represents DMH at the DPH MAP Administrators meetings with the Department of Developmental Services (DDS), Massachusetts Rehabilitation Commission (MRC) and the Department of Children and Families (DCF) to address any operational issues related to MAP. * * _Duties and Responsibilities (this is a general summary and not all inclusive):_ * Provide Department oversight of the Medication Administration Program (MAP) in order to ensure compliance with Department of Public Health (DPH) and DMH regulations and policies and supports PASRR related activities in the community * Provide direct supervision to five Area-based MAP Coordinators. * Provide oversight of MAP compliance reviews and technical assistance to DMH and DMH-contracted and/or licensed programs by explaining, orally and/or in writing, applicable laws, regulations standards, rules and policies governing the administration of medication to individuals in community programs. * Monitor Certification/Re-certification test process and billing by contracted MAP test vendor and oversees the informal hearing process for revocation of MAP certifications. * Collaborate with MAP test vendor, Department of Children and Families (DCF), Department of Developmental Services (DDS) and Massachusetts Rehabilitation Commission (MRC) to address testing issues and develop solutions. * Assists in the preparation and drafting of relevant policy and training materials in collaboration with DPH, DCF, DDS and MRC. * Oversees the Medication Occurrence Reporting (MOR) system including analyzing data, identifying trends, establishing procedures regarding how hotline MOR’s are managed across the state, and working with Area, Sites, and community programs to address issues by providing consultation and technical assistance. * Ensures established MAP guidelines, processes, and databases are implemented in a consistent manner through regular interface with DMH Area/Site staff, Central Office staff, and DMH contracted and/or licensed Providers. * Prepares statistical and narrative reports on a regular and as needed/requested basis. * Ensures all regulations and policies relative to the issuance and revocation of MAP certificates are observed. * Represents DMH at the DPH MAP Administrators Meeting to address any operational issues related to MAP. * Provide expert guidance through regular interface with DMH Area/Site managers and staff, Central Office managers and staff, DMH Providers as well as through the development and modification, as needed, of standardized evaluation tools, guidelines, and databases. * Assists with the development and implementation of a statewide contract management and performance improvement system relevant to MAP. * Assists the Department in procurement development where MAP may or may not apply. * Support race, equity, and inclusion initiatives in the workplace and delivery of services. * Ensure that during MAP audits that all individuals who have medical complexities are identified as part of the audit and that these individuals’ medical needs are able to be met at the MAP registered sites. * Identify individuals that may be at risk of losing current community placement due to medical complexities that may require additional health services. * Assist MAP registered providers with referrals for other community supports such as VNA, HHA, and other community services that will support individuals’ community placement. _Required Qualifications:_ * Knowledge of regulations and policies governing the Massachusetts Medication Administration Program. * Excellent verbal and written communication skills. * Ability to establish rapport with a wide array of diverse individuals both internally and externally. * Skilled in Microsoft Word and Excel * Ability to analyze and utilize data to guide practices and processes. * Capacity to supervise and lead a team, especially around changes with policies and procedures. _Preferred Qualifications:_ * Demonstrated supervisory and leadership skills, and supervisory and or managerial work experience. * Ability to oversee multiple tasks. * Ability to negotiate and mediate difficult or complex situations. * Given the population served, bilingual or multilingual fluency. *Please note:Location is flexible, and office can be based in one of the DMH Area Locations. * _DMH Mission Statement:_ The Department of Mental Health assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time or equivalent part-time experience as a registered nurse in a recognized hospital, clinic, or medical facility and (B) of which at least two years must have been in a supervisory, administrative, or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: 1. A Graduate degree with a major in nursing may be substituted for a maximum of one year of the required (A) experience.* No substitutions will be allowed for the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. SPECIAL REQUIREMENTS FOR ALL LEVELS IN SERIES: Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing. Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.
